Investors Shop for Blue Chips As Dow Outpaces Rest of Mart By GAIL COLLINS UPI Business Writer NEW YORK (UPI) Big investors went shopping for blue-chip stocks yesterday, pushing up the Dow Jones industrial average while the rest of the market stayed sluggish. The Dow closed up 7.55 at 1,125.29.

The New York Stock Exchange index ended the day up 0.60 at 86.97. The price of an average share gained 24 cents. ADVANCES LED declines 846- 725 among the 1,959 issues crossing the New York Stock Exchange tape. Big Board volume amounted to 72,160,000 shares, down from 75,110,000 Friday. Turnover of NYSE stocks nationwide was 86,480,630, compared to 87,480,630 Friday.

The Dow, an index of 30 bluechip stocks "is not expressive of what's happening in the broader market, which is milling around with no clear-cut trend," said Monte Gordon of Dreyfus Corp. "THE MARKET'S kind of pausing," he added. "The whole key is whether investors detect any sign of the Fed moving to tighten the money supply." Analysts said investors were concerned about bulging money supply figures, and fearful the Federal Reserve Board would tighten the supply, pushing up interest rates. By TOM MULGREW Representatives of Chattanooga developer Franklin Haney were in New York yesterday making preparations to market $50 million worth of bonds to build a downtown convention center hotel here.

Haney said his representatives met with E.F. Hutton and other financing officials to prepare bond documents so the low-floating industrial bonds can be placed on the market next month. "EVERYTHING'S MOVING RIGHT along," Haney said. "We hope to start selling the bonds in April." Haney, unable for months to arrange financing for the $68 million hotel because of his novel financial schemes, finally reached tentative agreements with several firms late last month. The agreements include a letter from E.F.

Hutton agreeing to underwrite the bonds, a letter from the American Municipal Bond Assurance Company (AMBAC) to insure the bonds and a letter from Lloyds Bank International Ltd. of New York giving liquidity to outstanding bonds during the trading period. HANEY ALSO SECURED TWO LETTERS from the First National Bank of Maryland one for $10 million for furniture, fixtures and equipment for the hotel and another for $4.6 million for garage space and equity. A surprise development in the dealings came when Haney announced that he had a letter of commitment from Marriott Hotel Corp. to operate the convention center hotel.

1. Haney had previously been negotiating with Hilton Inns. The developer said yesterday he is still talking to both firms, wanting to cover all of his bases in case either hotel chain backs out of the project. "WE'RE STILL MEETING WITH Marriott and Hilton people," Haney said. "Until everyone signs off (on contracts), we want to have all bases covered." Since presenting his financing package March 1 to attorneys George Barrett and Lewis Donelson, Metro's chief negotiators, Haney said he has been in contact with each financial backer, attempting to tighten agreements and push along the project.

"We're not just moving. We're moving full blast," Haney said. "Our main accomplishment in the last three weeks is getting the bond documentation going." HANEY SAID OTHER LOOSE ends that need to be ironed out include preliminary design work, contract pricing, leases, deeds of trust and bond documentation, which is a priority. Construction will "definitely begin this summer," he said. According to a spokesman for the Housing and Urban Development in Washington, Metro can start drawing from its $9.7 million Urban Development Action Grant as soon as Haney presents documents showing a complete financial package and the bonds start selling.

The combined convention center-hotel, to border Broadway, Commerce Street, and Fifth and Sixth avenues, will cost about $90 million and will be able to accommodate about of the conventions in the country. Plans call for construction of the convention center to begin first and the hotel, to be built atop the center, will follow about five or '82 Corporate Profits Reported Down From '81; '83 Rebound Predicted By OWEN ULLMANN WASHINGTON (AP) Recession sent corporate profits in 1982 tumbling more than down from 1981, the steepest drop since World War II, the government reported yesterday but economists predicted a robust rebound in 1983. The Commerce Department said pretax profits last year totaled an estimated $175.6 billion, Schools Due NEW YORK (AP) International Business Machines Corp. announced yesterday it will donate 1,500 personal computers to secondary schools in three states as part of an $8 million "computer literacy model program." The program, which will take place in California, Florida and New York, aims at "the enhancement of computer literacy for both students and teachers," said Peter Singer, an IBM spokesman. The company said it selected those down from $232.1 billion the year before.

After-tax profits totaled $117.5 billion, down from $150.9 billion in 1981. DEPARTMENT economists said the profit totals were the lowest since 1976, and the percentage declines were the sharpest since the Great Depression before World War II.
